I'm excited to share a new paper showing that interdependence is not incombatible with war but rather a resource for combatants. Geolocated internet measurement data provides a proxy for interdependent institutions. Russian outages in Ukraine vary by maneuver, attrition, and punishment strategies.
The targeting cycle cannot win a misguided war, and some times it cannot even target.
