To a degree. It’s about as available as hospital care is for modern pregnancies- while your Ernalda initiate may know the spell, those rune points may have been used for a bless crops or restore health earlier in the season. It’s all about resources.

Glorantha is remarkably well developed. How well a community can fend off disease and famine is tied directly to its economics. If you want to regain rune points which you need for rune magic, the gods must be fed. That means cows and other goods.
Check out Glorantha. Everyone has 1st aid magic, but only magic specialists have disease and poison curing magic and it’s not cheap. Child mortality is still a thing. Dnd is a dungeon adventure game and addressing a larger society is not in its Conan-inspired remit
