What we will have to see is if local businesses are getting the extra economic activity offset by free fares. Especially with school holidays at the moment!

Maybe collecting fees from these short inner-city trips is doing a lot to subsidise the system, but there's a conflation of "inner city = affluent" that I don't think is necessarily true. Living in the outer suburbs sounds pretty fucking expensive!
There's also been this frustrating problem with ticketing where the "short-medium trips" were the most expensive. A PT trip might be relatively short, but the flat fee ends up being more expensive than alternatives. Too expensive & complicated to fix this problem via ticketing, apparently.
When PT is wholly supported by taxes (fares still only cover 19%), becomes "cheaper" to run (no ticketing), does that do anything to promote improving serviceability? Underserved patrons might have a bit more weight - they are paying taxes for the thing!
Reports of overcrowding on VLine/Regional services just demonstrates that regional attitudes to using PT are more "would if I could".
PT congestion > road congestion, arguably, but it can be pretty dire when there are huge delays or service faults.
Probably a bit early to tell, keen to get more data, but I reckon public transport in Victoria should stay free.

it's one of the few tools (like bitsy) that really help constrain scope whereas other tools/engines are chasing more professional dev pipelines. small tools are probably seen as desirable now to get into as almost every game these days has a long-ass dev time, which is hard to reasonably cut back.
