In this climate of news, this is ages ago already, however, at the time I originally commented, internet LA people were upset that people not from the area was just referring to it all as Los Angeles, But Bobby in PEI don't care that Palisades isn't in Los Angeles City proper. It's still LA to them.
In my analogy, snow is the different cities/ governments
People that don't live in the metropolitan area of LA don't care that there are specific different little separate cities. The entire area is just Los Angeles. They won't care to know the particulars, like one doesn't care to know all the different types of snow.
Powder, flurries, sleet, hail, freezing rain, tiny grainy snow, packing snow, etc, etc.
Blaming 'snow' as a whole for a winter disaster is like blaming all of Scandinavia for a polar vortex in Minnesota.
Anyone who blames snow for the winter disaster has clearly never lived somewhere it snows. If they had, they would know that 'snow' isn’t one monolithic entity but a collection of distinct forms, each causing its own unique problems.
