Best recent effort is Shane Black with Kiss Kiss, Bang Bang, which is at least funny.

First GAME though to actually proper spook me in any way was Silent Hill and I was weeks away from turning 18 when that came out, so not a kid.
Wasn't a game, but it was on the ZX Spectrum. Sinclair User ran a series of music collections (I think mostly David Whittaker stuff) programmed by some guy who'd digitize his face and a couple of those images really spooked me for whatever reason.
