Tahoe 26.3 here. The "downloaded from the Internet" configuration is more restrictive now, but I've initially installed Polypane from the website download without any issue.

I think the signing issue started at the same time as the auto-update thing, when I manually downloaded the new version.

For what it's worth, I had to de-quarantine the app (from the terminal, then from the Privacy settings) after downloading and moving it to my apps folder. That's been the case for a few versions.
