Not sure how entirely impossible it would be, the framework for spectating could be drawn from how you spectate the dropship Vultures when dropping into ground CZs, although it's another case of being super hopeful.
This would be awesome if there were seasonal CQC CG-like tournaments!
NPCs would be huge, and I do really believe a full re-balancing is in order and a complete overhaul on how progression works. The current system is slow and very punishing for newbies. Also meaningful rewards!
I'd also like to see the the Guardian SLF(s) added because they're cool, really.
