If the permanent secretary told the PM vetting was competed when it was not then that's on the secretary. If the PS failed to see the risks or overruled a recommendation then that's on the secretary.
If the PM announced the appointment before getting the OK from the secretary, that's on the PM.

Starmer announced a senior appointment before vetting was competed. This is s clear breach of protocol, bypassing a process that was designed to prevent exactly what happened.
He could have avoided this problem by waiting for the vetting report.

Apartheid South Africa was bad, but Trumps's America might be worse.
So either way it is not the vetting team that is at fault. They give their report to the permanent secretary, not the minister. The secretary usually follows the vetting recommendation and decides what information to pass on to the minister or cabinet.
So I have two questions about this.
1: This appointment was announced before vetting finished. Isn't that the PM falling to follow procedure?
2: The person responsible for risk management is the permanent secretary, so doesn't the final approval come from them and not the vetting team?
Just a thought: How about we stop shaming the poor for buying things that may not be essential, and start shaming the rich for making a profit off things that are essential?

We here in Ireland are famous for our extremist governments, having used PR-STV since the founding of the state.
(For those who don't know: every government here has been one or other of the two main centre-right parties, usually in coalition with Labour, Greens, independents, or Social Democrats.)
