MGR says that he waited to introduce the ordinance proposal until after the Independent Monitor annual report and referred it to PCOB. But that meant that it would come back to council after he left council.

He says that he isn't concerned about the interim Independent Monitor Aeiramique Glass, but is more concerned about the structure. He also says that his open records requests took too long (notes one took a month).
MGR says that he was especially concerned about PCOB reports not being sent to council. He wants the report to come to Council, and wants to specify certain items to be included.
One complaint from PCOB members is that they didn't feel involved in the decisions, and think the several amendment options tonight were shown to them only recently. MGR says that he started meeting with the OIM back in January, but it was only "concept of an ordinance."

OIM analyst says that when he thought he couldn't do analysis with his work computer, the former Police Monitor (Copley) told him he could use his personal machine. But he erased the data when the Police Chief expressed concerns.

OIM analyst says that he only downloaded data with no names, only date of birth & license plate number as identifiers to his personal computer. He says he thought R (stats prog language) wasn't approved for city computers, but it actually is.
OK, now he is saying he doesn't use AI. But also that he didn't notice the two capitols. Alder Pritchett: "I know people who have been executed because of a data breach." Wait...what?
OIM analyst says that they were not emailed the AI policy. He says he first heard about it when he was talking to someone in HR who was complaining about not being allowed to use AI.
OK, found it. Alder Mayer's amendment would call for Council to appoint an alder member to the board. There are several version for consideration tonight - they are similar to each other.
There is a big concern among advocates of the PCOB that the city attorney will primarily look out for the interests of the police department, in particular if police oversight is a liability to the city. The proposal tonight would still allow outside attorneys for their core oversight mission.
The basic idea of the PCOB is that it provides a body to receive police complaints that is independent from the police department (and for that matter, the mayor's admin). Most appointments come from citizen and non-profits. There is a further idea whether the PCOB should be independent from COUNCIL
There is also some discussion tonight among public speakers about the mayor appointing an alder to the PCOB. That would certainly be more typical of a city board, but I don't see it in tonight's proposals. Maybe I'm just missing it. That might actually get some council buy in.

Pubilc comment tonight has been very dramatic; vast majority of speaking against the changes, worrying it would limit independence, including Tony Robinson's grandmother. But you also had David Blaska call for eliminating the board, calling it a reaction to "George Floyd hysteria."
There were already concerns a failure of the Independent Monitor and Police Civilian Oversight Board to file timely reports. OIM just produced a report, but had to reissue it after readers noted AI use, & new concerns that the office was using unauthorized AI with data, and not securing it.
At tonight's Madison Common Council several alders suggesting accountability measures for the Police Oversight Board after concerns about data security and use of AI in their recent report. Main version requires data sharing MOU wth police, use of city attorney for admin matters,quarterly reports.

Shorewood Hills loses its main clerk/ treasurer, and an administrative assistant. I believe they are just down to the village administrator and the assistant clerk they just hired from Madison (who was already made fun of at a public meeting by Trustee Lotfi).

This came up in our last @madisonforppl.bsky.social meeting. Someone noted all the vacant commercial property in a lot of mixed use buildings, and we talked about how developers wouldn't build it if the city didn't req it. BUT mixed use is good, and hopefully the market changes at some point.
Plan Commission referred the apartment building at 1111 Regent to their next meeting.
Multiple commissioners pushing for the importance of commercial space on Regent, over only residential.
Alder Heck moves to refer conditional use approval to their next meeting. He thinks developer needs to better resolve how to fit more commercial space into the building. Guequierre wonders if they should put it on file - development may not be feasible with commercial space and current design.
