Our community continues to face an extreme housing crisis cause by Operation Metro Surge. Recent reports by Homeline show that eviction filings are up by 18% in Minnesota compared to this time last year. I am proud to bring forward an extension of the 30 pre-eviction notice period to 45 days.

I worked with city staff to bring a legislative directive to examine barriers to housing options created by pet restrictions, particularly large-breed restrictions that are based on perception rather than science.

The Public Health, Safety and Equity Committe will hold a public hearing for residents to share their opinions and experiences regarding the proposed ordinance. Your participation is essential in building a more equitable and welcoming city for all.

The proposed ordinance does three main things:
* Prohibits retaliation against a tenant or applicant for reporting violations of law.
* Prohibits an owner, landlord, operator or agent from asking about a tenant's or applicant's immigration status.
* Prohibits denying a rental applicant for using an ITIN.

On Wednesday, April 15, the Public Health, Safety, and Equity Committee will hold a public hearing on this ordinance at 1:30 PM at City Hall. 1/

“Since I started my term in January, I have been pushing our Office of Community Safety (Commissioner Barnette’s team) to implement the Uptown pilot program,” Cashman said in an email to her constituents in August 2024. 

The Uptown Association held a meeting in 2025 with Chughtai and Cashman to discuss the implementation of the program. Despite it being funded and supported by both Uptown council members, they struggled to get City leadership to implement it. 

The Office of Community Safety, led by Toddrick Barnette, is in charge of the Neighborhood Safety Department, tasked with the ambassador program. 

“I was a thorn in his side about it for years,” Cashman said about Barnette. “Council members have no governance ability to direct the departments to do anything.”

The council funded the creation of an ambassador program for Uptown in 2023. Frey/Barnette never implemented it.

At a neighborhood meeting last month Shaffer said Barnette told her there's no money, the program isn't happening.

Stricter rules and higher fees for larger breeds, like as pit bulls, English bulldogs, and boxers, further exacerbate the housing crisis, limit choices, and can lead to more pet surrenders to already full shelters.

Research shows aggression in dogs is not determined by breed, but by training or lack thereof. Yet these policies disproportionately impact low-income renters, who already face greater challenges finding housing that allows pets.

Can we just talk about how inappropriate it is to invoke the murder or George Floyd & the uprising that took hold of our city in this context? It’s intentionally provocative and divisive. All bc he didn’t like that the council in our charter authority didn’t rubber stamp an appointment. 🙄

Anyone who actually follows the City Council or actually watches a hearing or a meeting or two knows that our Council is taking care of business - routine business as well as innovation based on what they hear from us, the people of Minneapolis.

This is all just a set up. Most productive council in history, most diverse, and people who just work really hard for our neighbors. We get made to be punching bag to tee up for the charter amendment on the ballot to strip council power and in turn constituent power. Don’t fall for it.
