I think I would just design around the idea that if your ruler was That Guy and their heir is not That Guy the chances they will command the same respect is extremely low. Like maybe you can buy yourself some time, but focus on how individualistic and non-systematic the legitimacy of those khans was
The chances of any steppe megastate not collapsing after one generation if they're not the player and not the Great Khan should be like 10%. And two generations should be like 1%.
The most promising part of this dev diary might be that having a lower Control baseline and fewer global modifiers might help to keep player empires from becoming runaway powerful too quicky. I say might, but they have the right idea it seems like.
