I would go further and outlaw private landlords! They could own property but all letting arrangements would be conducted through the local authorities!

Radical idea on how to save the government lots of money & it's easy as 1, 2, 3:

1. Make employers pay proper wages & end the last 30 years of deliberate wage stagnation.
2. Stop landlord, energy company & supermarket profiteering.
3. Bang! People don't need government benefits any more.
