Agreed. This whole problem can be helped significantly if publishers were just explicit about what can and cannot happen to their review copies, and denying future copies to reviewers who ignore their rules. Just like movie screeners in the DVD era. Review copies shouldn't be owned by reviewers.

If a publisher agrees to provide a media copy, it's not a transfer of ownership unless they state that it is. So, their property, their rules. If a condition of providing it is that it cannot be sold rather returned/sent on, fine. If unclear, reviewer needs2seek clarity. Sell after review=shady IMHO
