Didn't need to. There are several reasons a man might get (and resist getting rid of) a Nazi tat, but all of them are disqualifying for the Senate, so analyzing his motives to determine if he's a "real Nazi" or not is irrelevant.

If the best defense one can give of a grown 40-something man's repeated, ongoing edgelord behavior is that he doesn't really believe in the edgelord things he does (but totally believes in the things he does that *I* like, trust me!), he is not Senate material yet. Try a smaller office first.

He inked over it only when forced to by intense negative coverage, **years** after he knew it was a Nazi tattoo...and then as soon as the news cycle moved on, he walked back his apology and complained bitterly that he did nothing wrong and the uproar was "[r-slur]ed."
