I think timing is important here as well, and exactly how nursery costs work out over a short period of time make it impossible to pay for more than 1 child plus late age at first birth so it just delays.
I think this dynamic is different to resource transfers in small scale situations
So the traditional explanation for fertility decline - that fertility declines once children become net consumers rather than producers - isn't quite right, though part of the explanation is likely increased costs of children over time
