When governments choose not to prevent the deaths of marginalized people and to even encourage actions that cause those deaths, it’s culling. Black and queer people rightly refer to all the preventable AIDS deaths as genocide. It’s the same with Covid.

Why do legislatures and governments offices have improved air filtration and ventilation since 2020 while workplaces and schools don’t? Why are gov’ts telling people it’s over when it isn’t? And who does this hurt most?

Those aren’t excess deaths. Those deaths are quite easily counted and logged as opioid deaths and murders.
