Done properly, with the aim to deploiticise the BBC, this protects Labour and democracy alike by weakening the populist ratchet rather than feeding it, and by restoring the BBC’s distinctive role as trusted democratic infrastructure rather than a slower version of social media.

Yes this is just the BBC, but you don’t need to control the whole system to shift the centre of gravity. And the BBC has a lot of weight.
The opportunity now (this year) is to change the BBC charter, redefining impartiality as equal standards of evidence and proportionate scrutiny, insulating funding and editorial judgement, and backing explanation-first public service journalism. In other words, help BBC catch up with C4.
Doing what you suggest here, as well as being impossible, is just going to create a backlash, and rightly so. The issue is the model, and that the trad media merely completes with social media rather than innovating past it.
That unintentionally advantages grievance-based populism. It delivers airtime for e.g. Reform without accountability while at the same time placing governing parties under constant scrutiny without credit for seriousness or delivery - two things that Labour is good at.
I too was pissed off with the BBC but I think I understand it more now. There’s a structural problem in the media ecosystem that Labour should address carefully, and also a way forward. Trad broadcasters like BBC are merely competing with social media on attention rather than innovating...
