Also - there are good schools having to close in London, while new housing estates are being built outside of cities without appropriate infrastructure. There are jobs, schools etc and there actually is space for more dense housing in much of the city too.

For me there's a difference between writing about a completely imaginary person ('he/she' fine, if it helps to build a picture in readers mind), and someone who is real but gender unknown ('they' more appropriate, to avoid inaccuracy)
