Yeah, this strikes me as a weird wording of an efficiency system. First gear is probably close to 1-to-1 gearing, which is pretty standard for EVs. Second gear is probably a light overdrive to keep RPM of the motor slightly lower during cruising and minimize internal resistance losses.
