Under the Israeli law all Israeli citizens, whether Arabs, Jews or others, have the same rights.
Ethnic Germans were deported by Stalin from Volga region elsewhere in the USSR. They continued living in the USSR, they remained Soviet citizens with (after Stalin) the same right under the law as everyone else. They all were offered German citizenship by virtue of their ethnicity.
"Palestinian spouse" refers to WB/Gaza Palestinians who aren't Israeli citizens. Arab and Jewish Israelis can and (do, even if infrequently) get married and have equal rights under the law.
