Key misunderstanding I want to get ahead of: NCAR isn't really a government agency like NIH or NSF. It's one of the largest NSF grants in history, and is given to a non-profit org called UCAR, whose job is to make NCAR exist (www.nsf.gov/awardsearch/...). That means the buck stops with NSF right now

Regular geometric shapes have a set mathematical definition. There's no way someone can wiggle around that legally. And you can't satisfy the legal reqs on equal pop sizes while somehow carving multiple separate cities into the same district (hello Austin/San Antonio) using a regular geometric shape

So I've had this idea bumping around in my brain forever, and I came across a few posts about gerrymandered districts that made me want to toss this out: What if the law was all districts must be a regular geometric shape such that each state picks one? E.g., state A picks hexagons. Stupid thought?
