Personally i think its cause they prob planned that they would utilize the avatars as their way to develop the simple and less demanding wave of content like they did in SFV as a way to avoid the likely hurdle of the detailed character skins
but they prob overestimated the average player interest

yeah i see the future guests either being from capcom fault aka rival schools,darkstalkers and the EX Series or the other guest would eventually be Kazuya and someone else from Tekken (or just Kaz)

all i know is they should go and captilaze on it

i feel like they also could just pull a Final Fight and shove em in street fighter games as DLC
not like they haven't already met in versus game or the comic series
