* Immigrants attending court hearings, at work, or at schools

None of those people will be armed.

On the flipside, ICE is scrupulously avoiding raids on cartel affiliates, drug dealing sites, etc. They might be armed.

People have this weird tendency to assume that anything awful that happened before their own time wouldn't have happened if people had just realized what was going on and protested against it, and as an elderly person, I'm here to tell you, we extremely did. We just lost.
