In my line of work, this would be enough to beach someone with or without pay until the investigation was concluded. We don't have the option of doing that with a Congressperson - it's not like there's an option for "administrative leave" from a campaign.

Same with his health care coverage - he can't get it until he's eligible to collect his pension.
