OH I remember this artist!
At the time I used to follow her comic (King of Hearts) about a cat girl who could see ghosts.
She didn't leave the internet, she keeps drawing to this day, it's just that her content is behind a paywall on Patreon. She also sells adopts on ko-fi and even her old comic.

I recovered my Twitter account, but I've been labeled as a possible spam account for some reason and my reach is very limited right now. I don't plan on using the account very often now, mostly to see other people's art I guess but I'll keep posting here and on other socials.

Oh, this sort of rendering can be achieved with just two brushes. A soft textured one and a rake brush for the hair, ideally with pressure sensitivity.
The key is not to blend all the shapes so they remain distinctive.
