finally, the remaining orgs need to evolve, e.g.:

- an expanded @CMAgovUK should organise around users, building services to improve consumer rights enforcement
- @neso_energy & new equivalents in water etc. must focus on contestability throughout the stack, not just central planning

what do we do (2)?

for safety regulators, novel technologies get stuck in limbo bc authorities are constrained by resource, rules + risk aversion

we should create a new Accelerated Innovation Agency to inject pace & urgency to regulatory pathways for frontier tech

(i.e. cut our losses on the RIO)

economic regulators are in a straightjacket, so we get underinvestment

in water, despite a regulatory model promoting asset-sweating rather than building, we still lose about ~23% of our water supply every day due to leaks -- that's 5x more than NL πŸ‡³πŸ‡± and 3x more than GER πŸ‡©πŸ‡ͺ

fixing that would be the equivalent of building 6 more Abingdon reservoirs

the status quo is dominated by 'just one moreism' – adding more bodies, duties, rules and conditions – rather than accelerating infra delivery

now, investor confidence is waning, the NAO say there's 'no coherent plan' for water, + the ONR act like approving only 1 reactor since 1990 is fine
