Though at the same time, I think in the behind the scenes video I saw on YouTube it was mentioned that it wasn't supposed to be a follow up to Midnight at first. Which, yeah would have been nice to see.

I get the impression that this thing is meant to be a member of the Pantheon, given how the doctor talked about it 'playing games' among other things in the episode. And given it escaped at the end we might see it again, so I think they just wanted a previous villain as one of the gods.
