Target as stated in the spell that was cast. So if you damaged an enemy you could give them the +1 bonus (don't know why you would though), or yourself. If you buff multiple party members, you could give yourself the bonus or one of the party members.

AFAIK the drift is infinite and also (according to the GM Core) it's only in rare cases that material is pulled into the drift. So I don't think it would fill up.

In case you have access to Foundry VTT: There is a button where you can see all the remaster changes in the game settings menu.
It's the only comprehensive list of changes I know of, but I'm sure there are more out there.
