Target as stated in the spell that was cast. So if you damaged an enemy you could give them the +1 bonus (don't know why you would though), or yourself. If you buff multiple party members, you could give yourself the bonus or one of the party members.

AFAIK the drift is infinite and also (according to the GM Core) it's only in rare cases that material is pulled into the drift. So I don't think it would fill up.

The rules are free on 2e.aonsrd.com (with Paizo‘s blessing) at least, so that shouldn‘t be a problem
PCs can get fortune effects, but it‘s more mid to high level and usually once per day
just a minor quibble: Fortune/misfortune effects are what 5e people would call advantage/disadvantage, but these effects are WAY less common than in 5e

In case you have access to Foundry VTT: There is a button where you can see all the remaster changes in the game settings menu.
It's the only comprehensive list of changes I know of, but I'm sure there are more out there.
