Yes, just like Game Theory! Intolerant folks will cheat to win, which is what would lead those that are tolerant who vie for cooperation will "lose" to those who will cheat to "win".

Starting development of a game can be tricky. I find research to be very helpful. Most games were built on concepts and designs of those that came before them.
More importantly though is innovation and creativity. I'd ask what feature from a game inspired me, and then how would I iterate on it?
E.g. Metaphor Refantazio ambush music sounds similar to Fire Emblems Three Houses main theme/battle theme. Only a certain section of it though.
Once you research similar games, do so to use them as a frame of reference or inspiration! Write down what you liked, why you liked it and how you felt a connection to what you are building.
Could even be a small section of the song.
When I think about what UI or music I want I think about themes, settings and style. The best modern examples, for me, is Persona 5 and Metaphor ReFantazio.
Ask yourself:
1) What genre of game is this?
2) What time period does it take place?
3) What is it about?
Then, research similar games.
