They're the recognized US Navy and it's the Americans responsibility/problem to ensure they obey their own laws.

If you think we can effectively replace such US systems in the short term (<2-5 years) you're a lot more optimistic than me. Although I agree with you that it's a necessary goal to pursue in the medium/long run (5-10 years)
