The entire reason the Republican party even exists is inefficiencies in the U.S. electoral and parliamentary systems. It is a party based upon doing nothing by creating failure--and then running against said failures.

in any case, the process to amend the virginia constitution has multiple stages where, at any point, an amendment can be defeated.
