The expectation should be adults of character and if they prove to have poor character then they don’t get to have the job anymore. If the person in power simply cannot trust themselves to not be tempted that they must have a witness to appear above board, then they don’t need the job, either.
I don’t think there should be a regular expectation of powerful people being so dangerous that there needs to be witnesses at all times. The expectation should be propriety on behalf of the powerful person. The other problem is that these rules are almost always inherently misogynistic.
