I suppose the rationale for that may be that a patient cannot be overheard by others nearby giving their personal details if it’s a phone call. But if the patient doesn’t mind, then I don’t see a problem.
(My NHS surgery staff are all kind, empathetic and efficient, I should add.)

I heard of someone who was told they couldn't make in-person appointments, they had to phone. So they got out their mobile and called... the receptionist answered and took the call, and the patient maintained eye contact throughout.

I think I’d have been tempted to dial up the online triage phone line for him there and then, with the call on speaker phone so that the receptionist and those in the waiting room could hear the line ringing out.
