I don't know how I didn't see this when writing the original post but: yeah he does the lead writing for basically anything sonic related.

Yeah he does the writing for sonic games right now.

The whole bit is basically based on most of the dialogue and cutscenes from sonic frontiers where flashbacks are shown, or when sonic makes a random reference to something if you stand in the right places.
