These are my feelings on the matter.

Never wear tights with a skirt and ankle boots unless they are docs. If you wear tights with a flat shoe, you must wear slouchy socks with them—the exception being ballet flats, which are case by case. Ideally tights and a skirt should be worn with knee high boots or pumps. That is all.
