Polygonal PC games really started getting more art / character design forward in 2001 with stuff like Warcraft III and Max Payne for sure, before that it really felt more tech focused

Yeah, I should have included more western games for reference because it is not just that - games like Hydro Thunder on the Dreamcast too felt far ahead of what was being done on PC, it's strange

I always got the impression with stuff like Unreal and Deus Ex and all that that the art assets were generated by engineers, and the systems were fully capable of making stuff that looked as good as, say, Soul Calibur, Crazy Taxi, F355 Challenge, The Getaway, DOA 2-3, Shenmue, Gran Turismo 3
