For example I was born in California.

I spent 24 years in California, another 6 years in Nevada, and I've been in Texas for almost 20 years.

I have spent more of my life outside of California than I spent in California.

The easiest way to do that is to just pass a law that says individuals cannot receive campaign donations. All donations must be dropped into a general fund and all candidates are entitled to an equal share of that fund.

At that point, affiliation becomes irrelevant. It forces you to run on policy.
