We have a visibility problem in regards to vehicle emissions. If exhaust was required to be visible all the time, our GHG problem would be more apparent and we might take faster action.

If I were a public works operations manager, I would test the effectiveness / speed of clearing snow from bus stops with a wheeled excavator that has a dozer blade. Try two different arm attachments. Model pictured (Hyundai HW100A has top speed of 24 mph / 38 kph.
