The statement appears to be designed to spread terror among the Iranian population, which would render the threat itself a violation of international law, as recognized in the DoD Law of War Manual.

If you are correct that there was significantly more information about the persons targeted than is reported here, then of course that impacts the analysis.
But the information described points to factors that are insufficient for targeting. I simply restated the relevant law in that regard.

Being in a particular area does not entail direct participation in hostilities.
Targeting civilians is a war crime.

“Military-aged male” is not a legal category. The categories are “civilian” & “combatant”.
In case of doubt, a person is presumed civilian. Age & gender are not close to sufficient to dispel such doubt. Speculative beliefs about threats are also insufficient.
