Factually wrong. I used to volunteer at a shelter, and a lot of the pit bulls there were the sweetest dogs ever. Because of their breed, they often stayed at the shelter a lot longer until they were adopted, and ended up being well-trained by the staff.
I volunteered in a shelter. The staff put the dogs through tests to see if they'd be safe around kids, like pulling the dog's tail. If a dog didn't react well, they would note it, and wouldn't let a family with kids adopt the dog, and definitely wouldn't allow the interaction shown in the video.
