That's if there are any independent docs/clinics left willing to practice under that, in a likely increasingly legally hostile state to them and their clients.
I have my doubts.

It prohibits all entities (clinics, doctors, hospitals) from getting any public money if they do any of the mentioned procedures, not just public money for those specific procedures. Very similar to bills that prevent clinics from providing abortions if they take any federal/state money
