this is putting the cart before the horse. i mean - sure, anyone wrongfully detained and mistreated should be able to sue to recover financial losses incurred. but the way to make that possible is by assuring *citizenship* to all subjected to ICE abuse.

I remember when i was a kid I initially found it wildly implausible that luke could get all the way from hoth to the dagobah system in just an x-wing. only later did i understand that the whole point was that such things are not, after all, normally possible.
