I think we're going to be approaching Challenge Grant review levels of distress soon in terms of finding qualified reviewers. Back then you had applicants reviewing other applicants' submissions with a second level of review by leaders in the field essentially breaking ties. It wasn't ideal.

You still get late submission if you review in a given round, but now everyone is being asked to review constantly. Where does it stop? And what's your incentive to do so outside of professional obligation?

I think about review today and we've got more applications being reviewed, fewer discussed, fewer funded, and therefore more resubmissions. So now you need even more reviewers...

As an SRO I had a love/hate relationship with continuous submission. I wanted it for my standing committee members but this meant more work for me as I had to do additional special emphasis panels to review other panels' member submissions. But I did know that the policy was the right thing to do.

The loss of grants management specialists, those with the budget and accounting knowledge to actually get awards out the door is just as damaging for our agencies. May not have Phds but for some ICs we’ve lost more of them then folks with PhDs.
