It's often not because he doesn't "do" anything dangerous himself. If he's made to be dangerous, it's through misunderstandings and others trying to say he's dangerous for anything he expressed. Or they find out about his family tree and say he's the same as the family (Sins of the Fathers).

It's a tad complicated. On one hand yes Steve likes touch but on the other is so tense and freaked out even by simple touch that he avoids it. Even struggles with it with partners. He just struggles a lot with it.
