Not exactly an indie dev anymore, but there's a reason why the human driven translation services are really expensive: the cheap ones are worse than machine translation. Years ago we had better luck with Yandex/Google translate than a services we hired after getting feedback from native speakers.

if you need the VM config files then I think you need to boot, since they are stored in a compact DB on disk. otherwise so long as you know where you put the disk images you should be able to recover them offline.
