The problem as I see it is we have alot of elected Democrats that see some white dude in rural Nebraska as more American than anyone else. Not racist per say, but close. Like as a white guy from Delaware, I dont really count, and minorities, well, they are ignored completely.

I dont think that is the case. They can absolutely fund cities in red states, and places like the black belt. What they need to do is stop funneling money to white rural areas that will never vote for them. But no dem budget should allow blue states to continue to subsidize republican counties.
