I've heard stories about landmarks being broken historically but I believe irregardless they're tied to Region Name and in-region coordinates, much like SLURLs are - Possibly find a way to redirect all landmarks to the new locations, or finally patch that ages old issue.

First 4 hours, lock out and spin down the regions in chunks. Change their config in the backend to assign them new coordinates, and then spin them back up, one chunk at a time, slowly, to ensure that the dry run wasn't just a lucky shot, and that select sims tested for it retained their LSL states.
