True, humidity is the enemy of swamp coolers. This is why I made an app for swamp cooler owners that uses the weather forecast data to help show when a swamp cooler will work well. As you say, low-humidity is the key. Under 40% relative humidity is a good rule of thumb for effective cooling.

I love the efficiency of swamp coolers so much that I made an app, "Evaporative Cooler Forecaster" to show when they work well and how much energy and money you can save. There's even ten years of historical weather data for your location in the Savings tab. Hope it helps!

And retro- this is how they used to work before electric fans (and electricity mains) were widely available. Swamp coolers were often a DIY affair, straw, chicken wire and a box frame, set up in a window, with a water pail on top, or someone with garden hose duty to spray it down occasionally.
