Exactly. Remember literacy tests? They weren’t administered to all voters. Just black ones. Under SAVE Act, registrars and poll workers will only ask for proof of citizenship from folks they want to disenfranchise…not from everyone. It will be used selectively to weed out Dem-inclined voters.
