Simple visual for anyone following loss and damage negotiating tracks in the UNFCCC at COP28.
OPEC’s letter conveys an old message with a new tone. It says “they are coming for us -- for real now”. Bad news for COP28, though few had high expectations.
But NB: in a sense the letter confirms that the energy transition has never had more momentum. So gotta keep the moment going.
Just announced at COP28: Parties reached an agreement on the Santiago Network for loss and damage, whose secretariat will be jointly hosted by UNDRR and UNOPS. The Network will provide technical assistance to developing countries that are particularly vulnerable to the effects of climate change.
